Rwanda in the DRC-M23 talks as an observer.

The Minister of Foreign Affairs and Cooperation, Ambassador Olivier Nduhungirehe, announced that Rwanda will continue to participate in the talks between the DRC and the AFC/M23 taking place in Qatar as an observer, and said that the AFC/M23 talks are good but must be expanded to include all politicians from the DRC.

Amb. Olivier Nduhungirehe made this announcement while he was in the Senate of the Rwandan parliament where they were about to vote on a law ratifying the peace agreement between Rwanda and the DRC that was signed with the participation of the United States of America because it was signed in Washington DC in the United States of America.

Nduhungirehe said, “Rwanda was invited as an observer and will continue to participate in these talks as an observer, just as all other invitees were also invited as observers. All the mediators of the Washington Agreement were invited so that we can all walk together.”

He continued, “We hope that the two sides will hold talks and reach an agreement within the stipulated time, August 18, 2025.”

He also said that it has also been shown that the AFC/M23 talks are good but they need to be expanded to include all politicians in the DRC.

On July 19, 2025, the DRC government and the AFC/M23 coalition signed the principles for a lasting peace agreement. These principles were signed in Doha, Qatar, with the participation of the Government of Qatar, which brought the two sides together in talks since March and the support of the United States.

In these ongoing talks, Qatar has requested that Rwanda be invited to follow these talks as an observer, as was the case with the United States and the African Union, with the aim of moving forward together. Information reaching LAVERITE.RW is that nothing has changed. On August 18, 2025, the Democratic Republic of the Congo and M23 will sign the Peace Agreement.

Rwanda and the DRC had recently signed an agreement containing important provisions, including the complete eradication of the FDLR group, and Rwanda’s elimination of protection measures.
